War risk/Detention
Details
Narrative:
UPDATE01: The tanker’s AIS signal ceased transmitting at 06:36 UTC on 23 June and was subsequently reactivated at 11:57 UTC on 26 June, approximately 17 NM south-west of Marseille, France, heading towards the Port-de-Bouc Anchorage. Ambrey is aware that a previously detained vessel had remained anchored at the anchorage throughout the period of its detention.

A United Kingdom-sanctioned Cameroon-flagged crude oil tanker was detained by French forces whilst transiting approximately 64 NM south of Sicily, Italy. The Chief of Staff of the Armed Forces stated that the vessel was sailing under an irregular or non-compliant flag registration. The vessel, en route from Primorsk, Russia, to Singapore, altered its speed and course at approximately 05:21 UTC on 23 June. The crude oil tanker was sanctioned on 09 May 2025 due to its alleged involvement in the exportation of Russian petroleum products to third countries. Ambrey observed video footage which showed French armed forces descending from an aerial asset and subsequently moving throughout the vessel. French authorities stated that the operation was conducted alongside the Royal Navy and Operation EUNAVFOR MED IRINI. At the time of writing, the vessel was being escorted to an undisclosed anchorage for further investigation.

ADVICE: Merchant vessels are advised to adhere to the instructions of naval vessels and to report any unusual or suspicious activity. Additionally, vessels are advised to maintain a distance from any UK-sanctioned vessel. Drifting in close proximity to these vessels could suggest an attempted sanctions breach. Ambrey advises that shipping companies conduct asset screening assessments for all charter-party agreements, purchases and planned ship-to-ship transfers.
