Narrative:
UPDATE01: The President of Ukraine, Volodymyr Zelenskyy, subsequently confirmed that Ukrainian long-range forces struck oil infrastructure at the Port of St. Petersburg. Video imagery of the aftermath of the attack showed a fire ablaze within the Petersburg oil terminal, with large plumes of grey smoke emanating from the terminal complex.

Ukrainian Armed Forces conducted an Unmanned Aerial Vehicle attack on the Port of St. Petersburg, Russia. The Governor of Leningrad Oblast issued an air raid alert for the region at 01:02 UTC, which remained in place at the time of the attack. Reportedly, the oil terminal within the port was damaged as a result of the UAV attack. Ambrey observed video and still imagery which showed columns of fire and clouds of thick black smoke emanating from the area of impact. Ambrey is aware that previously the Russian Armed Forces have responded to Ukrainian strikes on port infrastructure within 48-hours. At the time of writing, no damage to merchant vessels had been reported.

ADVICE: Vessels conducting Russian Baltic Sea port calls are advised to conduct comprehensive dynamic voyage threat assessments. The crew is advised to remain within the designated Safe Muster Point (SMP) during unmanned aerial vehicle/missile attacks on infrastructure. The SMP should be located above the waterline, amidships, and low down in the superstructure.
