Narrative:
A Timor-Leste-flagged, Ukraine-sanctioned combined oil and chemical tanker was reportedly damaged by Ukrainian forces whilst underway approximately 68.5NM northeast of Sinop, Turkey. The vessel was reportedly en route from Baniyas, Syria, to Novorossiysk, Russia, when the incident occurred. The vessel was reportedly struck by a single projectile, resulting in damage to its propeller, rudder and steering gear section. No casualties or environmental pollution were reported. Based on AIS data, the vessel was last observed transiting southbound at 12.3kn 46.5NM northeast of Sinop at 12:43 UTC. Ambrey noted that the tanker was sanctioned by Ukraine, the United Kingdom and the European Union for its involvement in the transportation of sanctioned Russian oil.

ADVICE: Vessels conducting Black Sea port calls are advised to conduct comprehensive dynamic voyage threat assessments. The crew is advised to remain within the designated Safe Muster Point (SMP) during attacks. The SMP should be located above the waterline, amidships, and low down in the superstructure. Additionally, vessels are advised to minimise sailing during low-visibility conditions in the northern Black Sea.
