Narrative:
Russian forces conducted an Unmanned Aerial Vehicle (UAV) attack on the port of Odesa, Ukraine. Air raid alarms were activated in the region at 21:24 UTC, and explosions were reported in the city at 21:30 UTC. Ambrey reviewed video footage of the strikes which showed an explosion emanating from an impacted site. AIS data indicated no merchant vessels were alongside at the port at the time of the attack; however, Ambrey is aware that vessels have withheld AIS transmissions while conducting Black Sea port calls. No damage to merchant vessels or casualties were reported in connection with the incident. Ambrey will provide updates as new information becomes available.
ADVICE: Vessels conducting Black Sea port calls are advised to conduct comprehensive dynamic voyage threat assessments. The crew is advised to remain within the designated Safe Muster Point (SMP) during UAV attacks on infrastructure. The SMP should be located above the waterline, amidships, and low-down in the superstructure.
