Narrative:
Russian Military forces launched an Unmanned Ariel Vehicle (UAV) attack on the Port of Izmail, Ukraine. Reports indicated that a “non-operational” vessel was on fire and sustained structural damage and damage to equipment onboard. Authorities promptly extinguished the fire. Ambrey observed uncorroborated still imagery showing subsequent fire damage to the vessel’s upper deck. Reportedly, Romanian forces scrambled fighter jets as Russian UAVs came within seven hundred yards of allied territory. Ambrey is aware that NATO forces have previously scrambled fighter jets in response to Russian UAV attacks manoeuvring close to allied air space. No information on any casualties or fatalities had not been reported. At the time of writing, no further damage to merchant vessels was reported. However, Ambrey observed vessels performing emergency departures during the attack, manoeuvring towards a safety zone. ADVICE: Vessels conducting Black Sea port calls are advised to conduct comprehensive dynamic voyage threat assessments. The crew is advised to remain within the designated Safe Muster Point (SMP) during UAV attacks. The SMP should be located above the waterline, amidships, and low-down in the superstructure.
