Narrative:
The Russian Armed Forces launched an unmanned aerial vehicle (UAV) attack on the port of Izmail, Ukraine. Explosions were reported at 21:44 UTC. A substation was reportedly struck. There have been reports of power outages as a result of the strikes. At the time of this report, no damage to merchant vessels have been reported. Two merchant vessels were observed in the port. Ambrey is aware that some merchant vessels may withhold their AIS signals whilst transiting the Black Sea and conducting Black Sea port calls. ADVICE: Vessels conducting Black Sea port calls are advised to conduct comprehensive dynamic voyage threat assessments. The crew is advised to remain within the designated Safe Muster Point (SMP) during UAV attacks. The SMP should be located above the waterline, amidships, and low down in the superstructure.
