Narrative:
Russian forces conducted an unmanned aerial vehicle attack on the port of Odesa, Ukraine. Air raid sirens were activated at 21:20 UTC, after which explosions were reportedly heard in the city. The Odesa Regional Prosecutor’s Office stated, “the enemy hit port infrastructure facilities.” At the time of writing, no details regarding the damage had been released; however, the Prosecutor’s Office stated that a “pre-trial investigation had been initiated regarding the commission of war crimes.” Ambrey reviewed satellite imagery dated 24 May, which showed that at least two vessels were alongside at the port. No damage to merchant vessels was reported. Ambrey noted that this marked the second instance of a Russian attack on the port of Odesa within a twenty-four-hour period. Ambrey will provide updates when available.
ADVICE: Vessels conducting Black Sea port calls are advised to conduct comprehensive dynamic voyage threat assessments. The crew is advised to remain within the designated Safe Muster Point (SMP) during UAV attacks on infrastructure. The SMP should be located above the waterline, amidships, and low-down in the superstructure.
