Narrative:
Russian forces conducted an unmanned aerial vehicle (UAV) attack on the port of Vylkove, Ukraine. Ukrainian forces reportedly use the port of Vylkove as a base for unmanned surface vessels (USVs), which are employed to carry out USV attacks on Russian ports in the Black Sea. According to pro-Russian social media outlets, eight UAVs struck port infrastructure, including berthing facilities, storage facilities, and maintenance hangars. In addition, four UAVs reportedly targeted and damaged an administrative building of a Ukrainian military base near the port. Ukrainian officials stated that four UAVs were intercepted by air defences during the attack. Ambrey observed five merchant vessels in Vylkove at the time of the attack. No casualties or damage to the merchant vessels were reported.
ADVICE: Vessels conducting Black Sea port calls are advised to conduct comprehensive dynamic voyage threat assessments. The crew is advised to remain within the designated Safe Muster Point (SMP) during UAV attacks on infrastructure. The SMP should be located above the waterline, amidships, and low-down in the superstructure.
