Narrative:
Ukrainian forces conducted an Unmanned Aerial Vehicle (UAV) attack in Luga Bay, Russia. At least three UAVs were reportedly intercepted by Russian Armed Forces over Luga Bay. Local officials claimed that the first UAV was intercepted at approximately 23:40 UTC on 3rd January whilst the two other UAVs were intercepted on 4th January at 06:40 UTC and 07:27 UTC respectively. Ambrey also observed footage of a UAV allegedly making impact with the Novatek gas terminal at the port of Ust-Luga, Russia. At the time of writing, no injuries or damage to any merchant vessels was reported. Ambrey is aware that Pulkovo Airport which is located 100km west of Luga Bay suspended flights between 04:45 UTC and 07:15 UTC. During the approximate period of the interceptions, Ambrey observed at least 62 merchant vessels operating in the bay and its surrounding ports. Ukrainian forces previously targeted Luga Bay in January 2024.
ADVICE: Vessels transiting Luga Bay and calling ports in the bay are advised to conduct comprehensive dynamic voyage threat assessments. Merchant vessels should minimize bridge manning and crew deck movement to a minimum.
