1. Shipping Deputy Ministry Cyprus Maritime Award 2025. The Shipping Deputy Ministry hereby announces that the “Cyprus Maritime Award”, a tradition dating back to 1993, will be awarded, during the opening ceremony of the “Maritime Cyprus 2025” Conference which will take place on the morning of Monday 6 October 2025.

2. LR becomes first Certifying Authority authorised to certify ROUVs under MCA WBC3 Annex 2. Lloyd’s Register has become the first Certifying Authority to receive authorisation from the UK Maritime and Coastguard Agency  to certify remotely operated and unmanned vessels under the Workboat Code Edition 3  Annex 2.

3. Ship Pollution Response Organisation (SPRO) Agreements in China – New International Group of P&I Clubs (IG) and China Diving & Salvage (CDSA) SPRO Agreement. The Group Clubs are pleased to announce that the IG and CDSA have agreed a Sample Agreement for Ship Pollution Response (Sample Agreement) and a Ship Pollution Response Expense Tariff (SPRO Tariff). ITOPF, on behalf of the Group Clubs, reviewed the SPRO Tariff. Both the Sample Agreement and SPRO Tariff are attached to this Circular.

4. Legal expert Rosalie Balkin to receive International Maritime Prize. Dr. Rosalie Balkin is recognized for her outstanding contributions to international maritime law over a career spanning more than 50 years.

Dr. Rosalie Balkin, Secretary-General of the Comité Maritime International  and former Director of Legal Affairs and External Relations Division at the International Maritime Organization , has been named the recipient of the International Maritime Prize for 2024.

5. Itochu orders world’s first ammonia bunkering vessel. Japanese trading giant Itochu Corporation is set to operate the world’s first ammonia bunkering vessel by September 2027.Itochu, via its Singapore bunkering subsidiary, has signed a shipbuilding contract for the construction of a 5,000 cu m ammonia bunkering vessel with Sasaki Shipbuilding and an agreement regarding the construction of an ammonia tank plant that will be loaded onto the vessel with Izumi Steel Works.

6. Search ends for missing Eternity C crew as Red Sea sinks deeper into crisis. The search for the remaining crew members of the Eternity C, a bulk carrier sunk by Houthi rebels in the Red Sea, has been formally called off, with at least four mariners presumed dead and 11 still unaccounted for, according to security firms Ambrey and Diaplous Group. The ship was attacked on July 7 in a sustained assault involving drones, explosive-laden boats, and small arms fire, ultimately leading to its sinking the following day.

7. Stena Bulk prepares to reflag first Suezmax under Swedish flag. 

Leading tanker shipping company Stena Bulk today confirmed that it is in the final stage of executing its plan to reflag five of its Suezmax tankers under the Swedish flag. The first vessel – Stena Sunrise – is now fully prepared for reflagging, which is scheduled to take place in Singapore at the end of July 2025.

8. DP World to develop Syria’s Port of Tartus under landmark 30-year deal. 

DP World has signed a 30-year concession agreement with Syria’s General Authority for Land and Sea Ports to develop and operate the Port of Tartus. As part of the agreement, DP World will invest $800 million over the duration of the concession to upgrade the port’s infrastructure and position it as a critical regional trade hub connecting Southern Europe, the Middle East and North Africa.

9. Value Maritime appoints Euploia Drydocks & Services as commercial agent in Greece. Dutch emission-reduction technology innovator Value Maritime has signed a commercial representation agreement with marine products, services, and equipment provider Euploia Drydocks & Services Ltd. to strengthen and expand its representation in the Greek market.

10.Finnish and Canadian Firms Make a Move to Build ‘Arctic Security Cutter’ Icebreaker for U.S. Coast Guard by 2028. A consortium of Finnish and Canadian firms aims to construct two medium-sized Arctic Security Cutter icebreakers for the U.S. Coast Guard. 

According to reports Finland’s Rauma Marine Construction (RMC) is proposing to team up with Canadian builder Seaspan.
