Narrative:
Russian forces conducted an Unmanned Aerial Vehicle (UAV) attack on the port of Odesa, Ukraine. Air raid alarms were triggered at 18:28 UTC. The attack targeted an electrical substation which provides power to the port. Ukrainian air defences were active and attempted to intercept the UAVs. Video footage showed an explosion and a fire near the port area. The damage to the substation resulted in the loss of power to the port and parts of the city. Russian-affiliated social media claimed that Ukrainian military assets, such as air defence systems and repair facilities, were also affected by the loss of power. Ukrainian officials stated that residential areas were damaged during the attack. No damage to merchant vessels or casualties among port workers were reported. Based on AIS data, one merchant vessel was present in the port of Odesa at the time of the attack. However, Ambrey is aware that merchant vessels have been withholding their AIS signals when transiting Ukrainian waters.
ADVICE: Vessels calling the Black Sea are advised to conduct comprehensive dynamic voyage threat assessments. During aerial strikes on infrastructure, the crew is advised to remain within the designated Safe Muster Point (SMP) to avoid collateral damage.
