Narrative:
Russian Military forces launched an Unmanned Ariel Vehicle (UAV) attack on the Port of Izmail, Ukraine. Port infrastructure was damaged. Ambrey observed footage of large fires and smoke rising in plumes from the area of impact. The Izmail District State Administration made the announcement via media channels, indicating that “significant” destruction and casualties were prevented due to a “timely” response. Reports indicate at previous explosions in the region and a group of UAVs were seen heading towards Tatarbunary district, Odesa. No merchant vessel movement was observed during the attack. However, Ambrey is aware vessels may be withholding AIS during Black Sea port calls. ADVICE: Vessels conducting Black Sea port calls are advised to conduct comprehensive dynamic voyage threat assessments. The crew is advised to remain within the designated Safe Muster Point (SMP) during UAV attacks. The SMP should be located above the waterline, amidships, and low-down in the superstructure.
